Poland Prepares for Conflict: Survival Manuals Distributed

Concerns about a potential World War 3 have escalated as one European nation has begun distributing survival manuals to millions of households. This development comes amid warnings from Russian officials about the ‘catastrophic’ consequences Europe could face if Russia experiences a defeat in Ukraine.

With the specter of a global conflict looming, Polish authorities have released a 48-page handbook providing guidance to civilians on how to handle various crisis scenarios. Given Poland’s proximity to Russia, the country is taking proactive measures in case the situation escalates further.

Sergey Karaganov, the head of Russia’s Council for Foreign and Defense Policy, recently issued a stark warning that Russia would resort to deploying nuclear weapons if faced with defeat, emphasizing that Europe would face dire consequences. He also cautioned that Russia would need to severely punish Europe if it continues to support Ukraine.

Prime Minister Donald Tusk disclosed that several Russian drones had been intercepted and shot down by Polish and NATO aircraft after breaching Poland’s airspace during overnight attacks on Ukraine. This incursion led to the temporary closure of four airports in Poland, including Warsaw Chopin Airport.

In response to these threats, Poland has taken steps to prepare its citizens for emergencies, distributing informational booklets to all 17 million households nationwide. Developed in collaboration with the Defence Ministry, Interior Ministry, and the Government Security Centre (RCB), the guide offers instructions on how civilians should react in various crisis situations.

These guidelines cover a range of scenarios, including fires, floods, crowd safety, air raids, terrorist incidents, cyber disruptions, and the potential use of chemical, biological, or nuclear weapons. An English version of the booklet is also accessible online.

Although initially published online last summer, the guide is now being physically distributed nationwide, with all households in Poland expected to receive a copy by the end of January.

Tusk stated, “We have already distributed over 4 million ‘Safety Guides.’ The ‘Safety Guide’ complements the initiatives outlined in the Population Protection and Civil Defense Program, reaching every household to enhance citizen safety.”

Interior and Administration Minister Marcin Kierwiński emphasized the importance of the comprehensive document in ensuring public safety, consolidating essential instructions for responding to crises, including natural disasters and war, in one accessible resource.

The guide underscores the growing threats faced by Poland in recent years, citing disinformation, cyberattacks, hybrid threats, and hostile disruption as tactics used to destabilize the country. It also highlights the impact of Russia’s conflict in Ukraine on Poland’s security environment.

Families are advised to prepare to be self-sufficient for at least three days, store food and water, assemble a first-aid kit, safeguard essential documents, and create an emergency evacuation kit. Residents are also encouraged to identify nearby shelters and establish a family emergency plan with contact details and meeting points. The guide concludes with a list of 10 safety principles to help individuals stay composed and organized during crises.
