“Ukraine, Russia Agree to Ceasefire for Nuclear Plant Repairs”

Ukraine and Russia have agreed to a temporary ceasefire to facilitate urgent repairs on a damaged power line at the Zaporizhzhia Nuclear Power Plant (ZNPP), which is the largest nuclear facility in Europe. The International Atomic Energy Agency (IAEA), a UN organization responsible for overseeing nuclear facilities and promoting safety in nuclear energy usage, confirmed this development.

Following the disconnection of the 330 kV backup line on January 2 due to military activities, the ZNPP has been relying solely on a single 750 kV main power line. Technicians from Ukraine’s electrical grid operator are set to commence repair work under the agreed short-term truce in the upcoming days.

An IAEA team has been dispatched from Vienna to monitor the repair progress on the ground, ensuring strict adherence to safety protocols during the maintenance. IAEA Director General Rafael Mariano Grossi emphasized the essential role the agency plays in negotiating such temporary ceasefires to uphold nuclear safety at the ZNPP and prevent nuclear accidents amid the conflict.

Winter protection measures have been implemented at the plant, including temperature controls to prevent freezing in groundwater wells supplying cooling systems for reactors and spent fuel pools. Emergency diesel generators are also on standby in case of future off-site power disruptions.

The recent military activities damaging a substation at the Chernobyl plant and causing temporary power reductions at other nuclear sites underscore the persistent threats faced by Ukraine’s nuclear facilities. Grossi expressed concerns over attacks on Ukraine’s power infrastructure affecting the safety of its nuclear facilities and announced plans for an IAEA assessment mission on critical substations supplying power to reactor cooling systems and safety equipment.

IAEA teams have reported air raid alarms and military activities near all five nuclear sites in Ukraine over the past week, including incidents close to Zaporizhzhia, Khmelnitsky, South Ukraine, and Chernobyl plants. The temporary ceasefire now enables the repair of the ZNPP backup line, enhancing the safeguarding of Europe’s largest nuclear facility and mitigating the risk of a severe nuclear incident.
